Que signifie encore la d\u00e9mocratie? Une forme r\u00e9publicaine de l\u2019\u00c9tat, une gouvernance repr\u00e9sentative, une croyance en l\u2019\u00e9galit\u00e9 politique (Dahl, 1999)? Un processus d\u00e9cisionnel appuy\u00e9 et revisit\u00e9 (Sartori, 1987) par des garanties de respect des libert\u00e9s individuelles (Letteron, 2025)? Que saurait-on r\u00e9pondre \u00e0 ceux qui affirment, d\u00e9complex\u00e9s, que cela n\u2019existe plus? Qu'en r\u00e9alit\u00e9, sa pratique n\u2019a jamais \u00e9t\u00e9 \u00e0 la hauteur des grands dessins (Dahl, 1999, Hermet, 1989) des th\u00e9oriciens les plus inspir\u00e9s du bien commun? Ce concept phare qui a structur\u00e9, pendant des si\u00e8cles, la vie politique des soci\u00e9t\u00e9s occidentales et qui, \u00e0 l'Est de l'Europe, a \u00e9t\u00e9 suspendu dans son \u00e9volution durant la p\u00e9riode du communisme (Aron, 1987), est en passe de recomposition, bouscul\u00e9 par les r\u00e9volutions technologiques successives et, \u00e0 pr\u00e9sent, par l\u2019omnipr\u00e9sente intelligence artificielle.<\/p>\n

A l\u2019\u00e9chelon local et supranational, pour pallier l\u2019essoufflement visible au niveau national \u00e9tatique, dont les signes sont un multipartisme en perte de vitesse qui s\u2019ajoute \u00e0 des pr\u00e9occupations plus anciennes, li\u00e9es \u00e0 la confiscation de la d\u00e9mocratie pour servir les int\u00e9r\u00eats d'une minorit\u00e9 organis\u00e9e (Buffin de Chosal, 2024), y a-t-il toujours une place pour la d\u00e9mocratie dans nos soci\u00e9t\u00e9s (Hoppe, 2024)? S'agit-il d'une d\u00e9mocratie fatigu\u00e9e (Hosselet Herbignat, 2022), ou d\u2019une v\u00e9ritable crise du mod\u00e8le de repr\u00e9sentativit\u00e9 populaire? Faut-il se r\u00e9jouir, au contraire, \u00e0 l'id\u00e9e que la d\u00e9mocratie est toujours inachev\u00e9e, in statu nascendi (Dejours, 2025) et que le monde est \u00e0 continuer (Leroy et al., 2025)? in statu nascendi<\/em> (Dejours, 2025), and that the world is a work in progress (Leroy et al., 2025)?<\/p>\n

La 1\u00e8re<\/sup> \u00e9dition des Assises Internationales de la D\u00e9mocratie et de la D\u00e9cision Publique<\/em><\/strong> organis\u00e9e par la Facult\u00e9 d\u2019Histoire, G\u00e9ographie et Sciences Sociales - D\u00e9partement des Sciences Humaines et Socio-Politiques<\/strong> de l\u2019Universit\u00e9 \u201e\u0218tefan cel Mare\u201d Suceava, Roumanie<\/strong> et le Centre d\u2019Etudes Interdisciplinaires <\/strong>CARPATHICA<\/strong>, qui aura lieu les 4 -6 juin 2026<\/strong>, permettra aux chercheurs confirm\u00e9s, aux doctorants et post-doctorants, \u00e9tudiants en master et en licence, professionnels et acteurs de la soci\u00e9t\u00e9 civile int\u00e9ress\u00e9s, d\u2019enrichir le d\u00e9bat acad\u00e9mique et soci\u00e9tal autour des recherches th\u00e9oriques et\/ ou empiriques touchant \u00e0 ce sujet, dans leurs domaines d\u2019expertise respectifs\u00a0: sciences politiques et sociales, droit public, histoire, droit international, droit europ\u00e9en, relations internationales, \u00e9conomie, etc.<\/p>\n

What does democracy still stand for? A republican form of the state, a representative governance, a belief in political equality (Dahl, 1999)? A decision-making process supported and revisited (Sartori, 1987) by guarantees of respect for individual liberties (Letteron, 2025)? How can we respond to those who claim confidently that it no longer exists? That, in reality, its practice has never lived up to the grand designs (Dahl, 1999; Hermet, 1989) of the most inspired theorists of the common good? This key concept, which structured the political life of Western societies for centuries and whose development was suspended in Eastern Europe during the communist period (Aron, 1987), is undergoing recomposition, shaken by successive technological revolutions, and now by the omnipresent artificial intelligence.<\/p>

At the local and supranational levels, in order to address the visible decline at the national level, evidenced by a waning multiparty system and other older concerns related to the hijacking of democracy to serve the interests of an organized minority (Buffin de Chosal, 2024), is there still a place for democracy in our societies (Hoppe, 2024)? Are we in the presence of a tired democracy (Hosselet Herbignat, 2022), or a genuine crisis in the model of popular representation? Or should we, on the contrary, rejoice at the idea that democracy is always incomplete, in statu nascendi<\/em> (Dejours, 2025), and that the world is a work in progress (Leroy et al., 2025)?<\/p>

The 1st edition of the International Forum on Democracy and Public Decision<\/strong>, organized by the Faculty of History, Geography and Social Sciences - <\/strong>Department of Human and Socio-Political Sciences, <\/strong>University \"\u0218tefan cel Mare\" of Suceava<\/strong> and the CARPATHICA Centre of Interdisciplinary Studies<\/strong>, which will take place from the 4th<\/sup> to the 6th<\/sup> of June 2026, will allow established researchers, doctoral and postdoctoral students, master's and bachelor's students, professionals and interested civil society actors to enrich the academic and societal debate around theoretical and\/or empirical research on this subject, in their respective fields of expertise: political and social sciences, public law, history, international law, European law, international relations, economics.<\/p>

Papers on the following themes, whether general, comparative, or focused on a specific country, are particularly welcome:<\/p>\n

\u2022 Disinformation, anti-democratic propaganda, and hybrid warfare
\u2022 Artificial intelligence (AI), democracy and public decision-making
\u2022 Pedagogics of democracy
\u2022 Regulation of the activity of online political influence
\u2022 Challenges for tomorrow's democracy.<\/p>\n

The various exchanges throughout this platform will allow us to examine the current state of our democracies in their most diverse aspects and to reaffirm, effectively, our attachment and commitment to democracy.<\/p>

Proposals for presentations (300 to 400 words) should be submitted by March 25th<\/sup>, 2026 to Marie Leonte (democracy@usv.ro<\/a> et marie.leonte@atlas.usv.ro<\/a>). Abstract format is available here<\/u><\/a><\/strong>. Acceptance of the proposals by the scientific committee will be notified by April 2nd<\/sup>, 2026.<\/p>\n

Final versions of the papers from 7.000 to 10.000 words approx. (articles\u2019 format is available here<\/u><\/a><\/strong>), shall be submitted before July 30th<\/sup>, 2026, and will be published in the first volume of the conference proceedings (bilingual French and English), La Revue internationale de la d\u00e9mocratie et de la d\u00e9cision publique\/ <\/em>The International Journal on Democracy and Public Decision<\/em>.<\/p>\n
